Purpose of those washers is to provide a low friction sliding surface for centrifugal weights, so they (both) obviously need to be present.
Phenolic washers are available, but probably only in quantity (Euro Bosch facilities have even internal replacement parts, but you'd probably be lucky to find one that well stocked stateside)...phenolic or glass reinforced material is available in sheets so you could punch out replacements...that's what I'd do and can offer. If all else fails, contact me off-line.
