fiberglass repair on rusty spare tire area? 444-544 1958

Greetings,
I have a '58 444 that was basically gifted to me. In the process of gutting it and restoring. There are only 2 areas with serious rust, the pass. side floorboard (needs to be replaced) and the spare tire wheel well area. While stripping off the undercoating under the spare tire box there was rust found, I think due to rats living there (same as the rear floor board). Question in repairing the spare tire area, can I clean it thoroughly, use a good quality rust inhibitor and then use fiberglass to repair it? I searched around here and didn't really find much on this area of these cars. Any thoughts on repairing this area? I don't really have the experience to buy the replacement part and weld in a new one.
