Ignition Issues (No Power to ECU Pin 2) 200 1986

Hi,

Did some searching and found some useful bits but thought I'd ask just to be sure. Under advice from my mechanic, I am trying to get my 86 245 going after sitting for jeez like 10 years so I replaced both fuel pumps and fuel filter, refurbished the fuel tank and now I think both pumps run when fuse 4 and 6 are jumpered. Before I put my cherry bomb muffler in, my mechanic says there is no spark so I was testing all the stuff the Bentley manual suggests and so far so good but there is no power on pin 2 of the ecu harness when key is in on position. My question is: does anyone know what can cause this? Also there was a blade fuse holder wired from a small wire coming off the battery positive terminal that was toast so I put a new water resistant one in its place, is this the 25 Amp fuse that can cause a no-start?
