Fresh air vent ALWAYS closed regardless of button position. 200 1991

All,

So tonight I braved the heat here in Maryland and started to investigate why my fresh vent is always closed.

All other vents work fine but this one.

It does appear that when the car is running I can close the vent by hand and have it stay in place and I can pull a vacuum with a lot of effort, though I still have to hold it closed for the vacuum to take.

So my question is this. Is the vacuum thingy, for lack of a better word, toast behind the heater core? I believe this to be the case, but want others opinion before I tear into this thing. The good news is that the A/C is currently leaking so I'm gonna pull everything out and do the conversion of the A/C to 134a.

So, what say you all, am I looking at pulling out the dash to fix this thing?
