Diagnostic Error Codes 2-3-1 and 1-1-3 700 1989

What are the likely causes of a 2-3-1 and 1-1-3 error code? I've checked for vacuum leaks and found none. Fuel regulator seems to be OK. Throttle seems to be set OK. Idle is sometime rough on startup in hot weather. I understand some the causes of the diagnostic error codes that appear in the Volvo Service Manual aren't always accurate. Any suggestions are appreciated.
