Testing relay ground circuits 200 1986

So I been testing relay grounds and I' confused myself. My test light is for a 12 v flashlight,which lights bright and less than bright. When testing 86-1 it says it should glow dim with key off, and go out when k11 . My doesn't show a dim glow, but the points close, is my light not sensitive enough or is the ground not good? Same thing when testing 86-2 with ignition from k2 to k3 but again I here the points close when I ground with test light.
