It has happened on both of my 960s. In both cases it was the vacuum servo that controls the recirculation control. In one case I replaced it and solved the problem. In the other I plugged it as described in the FAQ. The part is no longer available, and too much work to change anyway. The plugging option is effective and fairly easy.
