Cooling fan running while engine cold

94 940 non-turbo, 311k miles. Car was parked in the garage last night. This morning when I went out to the garage, the cooling fan is running, sounds like might be low speed. Engine is cold, hasn't been run since yesterday.

Is this a bad ECT or could it be something else?

Edit: Forgot to mention that a couple months back I removed the brown condenser sensor because it was leaking refrigerant. I know this sensor has some control over the radiator fan. However, there was no noticeable difference in fan operation, engine cooling or a/c performance after the sensor was removed.
