Small oil filter lines bracket not connected..? 700

Hi - I changed my oil filter recently. It had been overtightened and I had to bang with a chisel etc to get it off. After replacement of new filter and oil I have an oil drip did not previously have. On examination the oil lines that feed the filter are oily and it seems also a small bracket that might be designed to hold in place is not secured.

I have a pic. The bracket is small and has an open end that looks like it is supposed to go to the close by bolt for fastening. The bracket is in the middle of this PIC.

Can anyone confirm this small bracket should be secured to the bolt?
