Does this hole in the cylinder head belong there? 900 1994

After removing a leaking cam seal I noticed two things. 1) a half dozen small metal shavings behind the seal and 2) a rather jagged hole under the cam, which you can see circled in the photo at http://rwlms.com/B230F-cam-front.jpg.

I'm no ace mechanic, so I've got to ask: Is that hole supposed to be there? Doesn't exactly look like a Volvo precision cut. And the metal shavings? Could they be leftovers from the manufacturing process? Engine has about 150k miles.
