Wipers won't return 140-160 1969

Hi!

'69 145. The wipers worked fine for a while after I got it, but now they won't return to their starting position. Ever.

I turn them on, they come up, and stop. Pointing straight up. Turn them off, nothing happens, they don't return. I have to manually put them back to start. Turning them on does nothing, regardless of the setting (fast/slow).

So they work, if I just want a half pass and am ok with them being right in front of my face while driving.

Next step was to check the voltage at the motor, but wanted to see if there was something... easy... to do first. I do have an extra set of wipers or two.
