Odometer Repair Question 1990 244

Greetings,

I have a 1990 244DL with a broken odometer. I found that the 15 tooth odometer pod was completed stripped - there were no teeth left and the black plastic crumpled when I pulled it out. The small 25 tooth odometer gear was intact - looks like it has been replaced before.

All the gears seem to turn properly before I screw down the circuit board with the motor. Once I screw the circuit board down I am unable to advance the gears of the odometer or tripometer. Should I be able to manually advance the tripometer or odometer with a screwdriver once the circuit board is tightened down?
