And I hope you didn't read all that into my suggestion. Here's what my suggestion is again:

Double check where your D+ wire got attached at the alternator; make sure it is on the D+ terminal or #61, not on the W terminal.

Look for something you might have missed when re-installing the regulator/brush pack assembly. Poor contact with ground screw, broken field contact, etc.

Be sure the alternator belts are tight and it is turning with the engine at speed, make sure you did indeed fix the ground wire,

And if all that is checking out, give up and take the thing to Autozone to get them to test it. You could check it out yourself: remove the D+ wire from the alternator -- don't remove the B+ wire, just the D+, the small red wire. Start the car and use a jumper or small wire to briefly connect the D+ terminal of the alternator to the B+ terminal. Then check the voltage at the B+ terminal to see it is above 13V. Checking an unloaded output like you proposed will just confuse you with the results.
