Voltage regulator/Voltage at battery... 200 1989

All,

Son leaves tomorrow for college and I'm looking at a squeal of belts turning the alternator and water pump, probably just need to be tightened.

Decided to check battery voltage before starting up, and it was 13.3 V DC. Looks good.

Started it up and it jumped to like 17 Vdc or so, and then as the car warmed up at idle slowly backed down to 16 Vdc when I shut it off. Headlights were on the entire time.

Believe the voltage will eventually settle down to 14.4 volts or so, and I will check this, but is this normal?

Also, on another note entirely different note, but somewhat related, does the "notify be email' work any longer, as I haven't gotten email notifications in like forever.
