How to open bonnet when pull cable won't 700 1990

Hood is latched shut. Pull cable at driver's knee doesn't release it.
Grill is in place, not removable 'til hood is open.
Shield/pan is attached under engine, easy enough to remove but I don't see anything to get to from under.
Somebody has got to have solved this before!?
