Not charging 200 1989

"With engine running and exciter wire connected to B+ voltage is 11.8 and fluttering down."

You put the exciter wire to the B+ terminal??

I said "Start the car and use a jumper or small wire to briefly connect the D+ terminal of the alternator to the B+ terminal."

"I'm concluding the Alt is NG. I'm about to install a new Alt."

My suggestion was to take the alternator to the store and have them check it before concluding... What you're getting is probably not a new alternator, but surely it has a lifetime guarantee.
