Are you hearing the pumps run during cranking and shut down after you stop cranking? This help diagnose the System relay. It has two parts. Pumps and injectors sides.
Check the AMM to be sure all the pins are down inside the connector by peeling the rubber boot back and back probing those pins while all in is connected.
When you get it open, check for power on the orange wire as this powers the AMM and the injectors with battery voltage.
The ECU later make them fire by grounding them in pairs after it sees an ignition signal from the from the ICU. Of course, this all started after it sees a signal from the CPS saying the engine is turning.
If you are not flooding the plugs it's a fuel system problem.
You said you have spark to the distributor cap but you need to check to an extra spark plug held onto the heads valve cover or other ground spot as well.
You could have a bad rotor button. They are prone to failure and most of us carry a spare.
It appears there is a failure to communicate between modules with two possible culprits in between. A relay or rotor button usually stand up first before going into mechanical issues and thinking timing belt.
No fuel is a big cliff hanger in the middle.
