940 Power seat not receiving enough voltage and won't operate 900

Hello All.

My 940 Wagon's driver's power seat stopped working. I have traced the problem down to low voltage reading on the power supply to the control module under the seat. I am confident this is the case because:

1) The seat controls work - I can hear the relay switches "click" in the control module when I fiddle with the side controls.
2) I read only 11.4 volts power into the control module. On my other 940, it reads 12.2.
3) The clincher: I removed and switched seats with my other 940 and the seats both work fine in 940 with the 12.2 voltage but not with the 11.4.

Question is:

1) What is degrading the voltage and where can I start looking?
2) Is there some jury rig by-pass I can employ to boost the voltage?
