Blower motor always on low (1) 200 1983

Hello Guys and Gals,

1983 240 with dial (on/off) for a/c unit.

I had my a/c updated to R132 last summer at a shop.
They put in all new parts, hoses, compressor etc.
Car was parked during the winter (my choice).
Yesterday I realized that the blower motor is always blowing
at level 1, while the key is on. I did confirm that
the dial is "clicked" off (btw why is it so difficult
to "click" on/off?)

Would it be okay to update to a blue switch to replace the dial?
And is it possible?

Yesterday I went to the shop to question this but after
10 years the guy retired.

And advice would be appreciated?
