High Gear 200 1993

Just discovered my transmission doesn't shift into high gear until I'm going around 70mph. It wasn't shifting into high at all (how do you spell bad mileage) and then I took the solenoid cover out and made the fluid channel. For whatever reason that instal leaked so I shelled out the $40 for the IPD plate and very carefully and cleanly installed that with the tranny dropped a little for access. No leak. But high gear at 70 mph doesn't seem right, right?
I'd like it to kick into high gear sooner.
Could this be a kickdown cable adjustment issue? Or maybe something else?
