70 C thermostat? I don't think you can get a correct Volvo B20 thermostat that low. I think the lowest I have seen is 77 C. Heed Planetman's advice and get a proper thermostat because based upon your temperatures measurements it seems like you have a water distribution problem. On a hot day at idle my back of head temperature will run about 10 C higher than the front of head temperature. This completely disappears once the engine speed / coolant flow increases. Your idle speed front to back temperature skew seems high and according to you it does not disappear at higher speeds. So, possibly one of the following:

- the thermostat doesn't have the by-pass shut off Planetman mentioned
- the water distribution pipe that B20Paul mentioned has come out of place
- your water pump is not up to snuff (you have the correct pulley sizes?)

Your top hose temperature seems high if you are really running a 70 C thermostat. 185 F is around 85C. My B20E runs around 85 - 87 C where the D jet temp sensor is and I am running the standard hotter thermostat. Have you ever done a flush / chemical clean on your cooling system?
