Tachometer install, not working... 200 1990

Today I installed a large tachometer and small clock in my 1990, 240 wagon.

I've done this procedure twice before, so I'm well versed in how it is done.

Well I expected the small clock to not work as this whole assembly was out of a 1986 245, and given its age, I figured it would be dead. Well much to my surprise, the clock is currently alive and kicking, but the tachometer was DOA!

I've at least verified that the wiring coming off the coil to the back of the tachometer is good, but still I get nothing.

Has anyone else out there encountered something like this before? I haven't dug into the tachometer yet, but will soon. Am I possibly looking at a cold solder joint that has just bit me in the butt?

Any ideas on this one and where to start are greatly appreciated, and I do plan to order two new 100uF capacitors for the small clock as we all know, 27 year old capacitors are going to fail, its not a matter of 'if', but 'when'.
