M47 output shaft seal replacement 200

The output shaft seal on my 1993 wagon is leaking. It looks like it can be replaced by removing the output flange, prying out the old seal, and tapping in a new one (similar procedure to rear end pinion seal). However, I read the green book and it looks like they recommend removal of the entire cover plate? Any reason why? Which procedure have you used?
