Steering Wheel Contact to contact reel for horn 200 1993

1993 VOLVO 240 DL- The horn does not work- the horn itself is good. I have removed the SRS airbag/locked the contact reel/the steering wheel-
Here is the question-on the back of the steering wheel (facing the dash when installed) there is a white plastic cylinder that is even with the wheel surface. There is a BLACK WIRE-that comes from the horn contact (back side)that is fed into the white plastic cylinder 1/8 inch dia. approx. I could not push the wire in further from the backside to allow it to protrude to make contact with the contact reel.

Is this supposed to have a contact protruding to make contact with the CONTACT REEL surface?

In other words has this piece broken off?

Any advice or photos would be helpful.
