D-Jet High idle

I have replaced my D-Jet with Megasquirt. So, no cold start valve. I have installed a ball valve on the cold start air intake to raise idle for the A/C and any other time that I need to raise the idle.
My problem is that I can't get the idle low enough. Even with the Idle adjust screw in all the way and the butterfly jammed shut (makes for uneven start ups) The idle is still well above 1000 rpm.
What can be done to reshape the idle adjust jet so it will reduce the air intake?
As a side note, at low throttle settings, under load there is a very annoying and loud whistle which I'm guessing is because of the small throttle opening.
