carb question 444-544 1966

I have not loosened clamps on throttle shaft, and both carbs respond to adjustments on their carb. which is why I did not loosen clamps.....adjusted both carbs to where they no longer leave dark residue from the tailpipe (with
engine running of course) (ha).....front carb just does not want to lower beyond prob 1500rpm or so....other than that, the engine runs great/fine at speed.
but I am willing to try that if you still suggest it.....
