Windshield wiper spline bushing 120-130

What is the procedure for replacing the spline bushings on the ends of each wiper shaft? (the ones that hold the wiper arms on) Can it be performed on the car or must the whole wiper motor & linkage assembly be removed, and done on the bench? I can see where a small puller would remove the bushing, but it seems like the shaft would have a tendency to push thru the cowl if I try to do it on the car. Also, would the procedure be the same on a 544? Thanks
