1993 Quick start with bad shift interlock

Got a chance to pick up a cherry (red) 1993 240 wagon for too cheap. Tried to talk the seller through the shift interlock issue that is 99.5% likely his no crank issue but after three weeks he gave up. I honestly wanted the guy to keep the car since he seems to love it.

So I have a very short window to pick it up and will need to back it up onto a tow dolly. Yes, I have a winch but he even has trouble using the override to get it into neutral. Can I roll under the car and jumper the two hot lugs on the the starter to get it to start then move it through the gears? The all microswitch interlock is foreign to me.
