Weird rear brake pad with only 1/2 shim 200

Just bought a Centric Ceramic rear pad set.

Unboxed and feel gypped.

Somewhat feeling hesitant to proceed with installation.

Thoughts on the 1/2 shim configuration?
China saving money again?
