on a turbo engine you would be remiss and your mechanic incompetent if they did not suggest strongly machining the heads surface irrespective of its condition. the only caveat which can not be known before removal is how bad the warp is.... beyond .020 the head can not be reused.
1000-1500 is in my experience a big city price for that job. i have done this job 15-20 times over the years on turbos and NA engines alike and never charged more than 700 including the resurfacing and gaskets.
if you know the job and the shortcuts even on a turbo it rarely takes more than 5 hours. on a NA engine the job can be done in 3-4 with no drama.
on a turbo engine the job can be done without removing the turbo and leaving it attached to the exhaust manifold which is still attached to the block. that alone can save a lot of headaches and time. you do have to wiggle the head to the drivers side to get off but it is not hard to do. on the re install side you remove the 8 exhaust manifold studs while the head is off the engine then the head slides back on the block easily even with the exhaust manifold in place. then reinstall the 8 studs through holes on the manifold and into the head. this is a 2 hour saving
at least in central mass this has been my experience
