Yes, time will tell.

Just a note for the future on "getting same volts."

If you were measuring at any moment other than while the starter was actually cranking (or being requested to crank) the reading was a waste of effort. The reading is only meaningful with the circuit under load.

The test is worthwhile, because a bit of oxidation, corrosion, or as N points out, damage under the insulation, can temporarily fix itself due to physical handling, such as poking with a broomstick, wiggling, or more to the point, changing the starter.
