Slowdown and higher RPMs - feels like car is pulling during stop attempts. 200

A while ago I misdiagnosed a harder than normal shifting issue.

Taking a closer look (without an RPM gauge) it feels like my '93 245 AT is keeping RPMs higher, perhaps at 1,100-1,300 for a few too many seconds during stopping before idling down to normal.

Feels like the brick is pulling forward while trying to a complete stop. Not a fun feeling.

Throttle was cleaned last year. Tuned up less than 10k ago.

I have not looked at anything yet, I am sure it will be fun tracking it down.
Wanted to see if there is good place to start...
