Strut Gland Nut? 700

Hi all,

I plan on replacing my front struts but have an obstacle in my way.

Has anyone seen a gland nut that is rounded on the top with no slots or holes to use a tool on?

Hopefully you will be able to see these pictures:








The passenger side has a normal looking gland nut but the drivers side has the odd one described above. I'm wondering if it has a gland nut or maybe someone welded something onto the strut tube to keep the strut insert in. Also, the car is from Illinois so I'm not sure if this is rust or welding material.
