Volt gauge going bad? 200 1993

Installed this gauge a few years back (using tips posted here on Brickboard) and have enjoyed monitoring my charging system until recently, when the needle started creeping up ever higher. Now, its all the way on the east side of the high red zone. I checked the voltage with a handheld meter; at the battery 12.something with engine off and 14.something running while running, which seems normal. My question is: is this a normal failure mode for the gauge? (its a junkyard volvo part.)
