There is no adjustment to the eccentrics, but they can be installed backwards, hence the stamped arrow.
However, you should remove the eccentrics so you can clean and lubricate the backing plate pins and the hole inside of the eccentrics. The eccentrics are supposed to rotate a bit as the brakes engage and then disengage and it is not unusual to find them stuck to the pin. Use disc brake caliper pin grease for the eccentric and for all of the metal to metal contact points for the brake shoes where they contact the backing plates. DO NOT PUT GREASE ON THE BRAKE SHOE FRICTION SURFACES OR ON THE BRAKE DRUMS!!
If you don't mind me being nosy, post pictures of the brakes before you install the brake drums so I can check your work. Even though you didn't buy any of the parts from me(yet :-) ), I want you to get the brakes right for your sake and for the sake of the general public and I am not trying to take a shot at your mechanical skills. Even experienced mechanics have screwed up these brakes.
Although most of the time the previous mechanic does install the brakes correctly, but if the previous person didn't get it right, you might just copy his/her mistake(s).
FYI, Volvo recommended repacking the outer axles bearings every 25,000 miles and you have to remove the rear backing plates to do so. I have found that waiting until the rear brakes need servicing, usually 35,000- 50,000 miles is safe. So I recommend to all of my customers cleaning and repacking axle bearings every rear brake job along with new axle seals.
