1963 544 still pulling hard to left 444-544

I am an old guy who has done many drum brake jobs, but this has me stumped.

Replaced all wheel cylinders, hoses and shoes. Eccentrics pointed forward. All springs on properly.
With Right front adjuster run all the way in the drum barely fits.
Right front cannot be adjuster can only be tightened just a little before it is tight. Left front tightened several turns which feels about normal.

Maybe the right drum is new (doesn't look new) and the diameter is too small.

Still seems that it should not pull so badly when adjusted.
