power steering pump belt replacement on a 1993 940 turbo - bolts are loose but pump won't move 900 1993

I just changed the timing belt on my 1993 940 turbo and am putting the accessory belts back on but I am having trouble moving the power steering pump in order to put the new belt on. I have the bolt on the adjustment rod loosened and the adjustment rod loose. I have also loosened the nut on the radiator side of what looks like a bolt that runs through the pump at the bottom of the bracket. I assumed the pump pivots on this bolt to adjust tension. But I still can't seem to make the pump move to allow me to get the new belt on (I managed to muscle the old belt off earlier). Is it just frozen and needs more muscle or is there another nut or bolt that needs to be loosened? I am working from the top of the car but if removing the plastic splash pan from below and looking up from under the car would make it easier, let me know.
