Under WOT Car feels like it hits a rev limiter at around 4k rpm

Basic information about the car:
1993 Volvo 940 Turbo Wagon (B230FT) LH 2.4
Motor had a budget rebuild that entailed the following:
All new seals on bottom and top end of the motor
New connecting rod bearings
New Rings
Turbo Rebuilt
Valves Re-Shimmed (Was causing loss of compression

So when i go WOT the car pulls correctly up to around 4k rpm then it feels like it hits a wall and wont shift until i let off the gas. I have done some reading and people say that the fuel system may be the cause? Any help would be greatly appreciated! Thanks
