1800E #10 fuse blown 1800

Hello All I was driving a 71 1800E on the weekend and had my headlights on low beam. I engaged the headlight flash on the steering wheel and the #10 fuse blew.
Replacing the fuse caused an immediate overheating and blew the replacement fuse.
Am I looking at a ground fault on the steering column requiring removal of steering wheel and switch or defective relay on the left side of engine bay? Your thoughts
