Power steering noise 200

So my 1990 240 has developed a groaning noise when turning the wheel. This mainly happens after the car is warmed up. I checked the fluid and it is topped off correctly and only a couple of years old. When I checked it while warm, it had very tiny bubbles in it - enough to make it look milky.

Is this a sign that my rack is going bad? I had replaced the rack just about 4-5 years ago so I'm a bit concerned that I'd have to do it again so soon.
