Trouble clearing SRS Airbag Code 5 from 240 Classic 200 1993

Hi. Any advice on dealing with a "code 5" on the SRS system?

I've gone through the clearing proceedure many times. The light will go out briefly, but come back - indicating that the error is still present. As I understand it, code 5 means that there is a poor connection (low resistance) going to the steering wheel.

I have also disconnected the battery overnight in the hopes of clearing the system, but the error remains.

Any typical things to check for this error?

This is a 1993 240 Classic wagon with standard shift. Less than 100k on the odometer.
