Losing power when my tank is half full 1800

Its been a long time since I removed that plug; but, like VOTX I seem to recall using a 3/8 drive on my 140. Some of the D jet equipped cars have a filter sock on the suction.

My 1971 142 has one. I can't remember whether the sock was an add on after the first run of D jet cars or got deleted on the later cars. Check to see if your car should have one. If so, purchase a replacement before you do the drain because it will almost certainly have disintegrated or be plugged. Saves you having to drain the tank twice. You will have to go to one of the vintage Volvo specialists to get one.
