Oil Seal on Intermediate Camshaft Stuck 200 1988

My camshaft oil seal is leaking badly - oil present on the camshaft in front of the seal and oil on top of the water pump housing (less than 300 miles after changing a water pump due to a leak at the top.

The camshaft seal slid right off with a flathead screwdriver - easy peasy; by the way, it was orange. However, the intermediate oil seal is stuck; it feels rigid and is black.

It does not appear to be leaking oil, as the intermediate shaft in front of the oil seal is dry and there's no oil tracks below it.

Any tips on getting it out?
