Early tachometer install. 200 1980

A couple more questions about this new to me 1980 240.

1)
Fuel pumps do not energize up when jumpered from the fuse box as in later models?
Is this just the way it is?

2)
I noticed exposed wiring (1) on the engine harness at the white plug near the brake booster. I've replaced the harness on my 1983 with an updated harness. But this 1980 updated harness will be a hard to find at the p&p. Would it be smarts to pull the harness from my parts car (1993 240) and open up that harness, to use those wires, to repair/replace wiring in the 1980 harness that is showing early signs going South?
