Is the bracket on the bottom of the window glass removable?

The "tuning fork" pieces are in place and appear to be in good shape. There is some movement at the pivot point of the scissors like pieces involved with raising and lowering the window.

Rather than cutting the arm and welding it back with a little additional length I thought tipping the glass in the pinched bracket at the bottom might be a reasonable solution.

My first thought of how to loosen the grip on the bottom of the window was careful application of heat, but hoped that someone might have experience or additional thoughts on how to achieve that.
