Blower motor questions 200 1993

1993 240, probably the original blower motor and resistor.

Recently, the fan has stopped working on settings 1 and 2, and when set to 3 or 4, the speed is erratic. All other electrical is working well.

1. Will replacing the motor and resistor solve this issue, or is there other debugging I should do?

2. After reading Art's write ups, I'm still not clear on one item. MUST the dash be removed to replace both the motor and resistor, or does it simply make it easier to access?
