Pulling the battery cable is cheap insurance against getting smacked in the face by an exploding airbag or (perhaps worse) facing a permanently lit "SRS" bulb in the instrument cluster.

IMO a person would be hard pressed to set off the airbag while working on the horn. But say you want to release the steering lock as you're wrestling with the wheel, so you put the key in and turn on the ignition while the bag is unplugged... I'm not sure but that *might* set an SRS code and illuminate the light. Best shut it all down and not find out.
