wipers - no park, no intermittent 200 1992

The wipers on my '92 240 won't park and the intermittent position acts like another low speed switch position. A test light between ground and the white/black wire goes out completely when the wipers pass the park position. I have cleaned the contacts under the cover, shined up the connectors, etc. Is this s symptom of a bad relay ?
