If Fuelpump lever is has input from Camlobe (check that Cam is turning first as Eric suggests), but doesn't move fuel, maybe Fuelline to Tank is blocked, or Feedtube in Tank has rusted and fallen away so that opening is now above level of fuel...I'd exhale into Tank and have a helper catch fuel in a catchcan up front...you should be able to move it freely...if not, blow into line back toward tank to clear line, then try again...once you get it working, install a pre-pump filter, and see what gets caught...
