92 Volvo 245 Steering shudder at slow speed, near full turn ? 200 1992

We have a wide spot in the driveway where a three-point turn puts the car back in an exit stance, so we are doing this lock to lock steering on a daily basis. I noticed something a couple months ago on our '89 daily driver which your description reminded me of.

Looking to find the PS belt loose first, I gave it a tweek, but the steering still felt like the belt was slipping. I did the same for the A/C belt, and the trouble disappeared. Very, very rarely have I ever needed to adjust or replace a 240's A/C belt. No oil seen.
